There are no indications that this item is officially licensed Pee-Wee Herman merchandise.
This bag is more of a novelty item.
The knobs on the front of the bag do turn.
The antenna and strap have been removed and placed inside the bag for shipping.
The antenna screws on and off the top of the bag.
